City prepares to fill new management position | News, Sports, Jobs


The Minot City Council is looking for a recruitment firm to assist with the hiring of an assistant city manager, a new position recently approved by the council.

Meeting Tuesday, the Minot Civil Service Commission approved a job description. Advertising for the position could begin in mid-July, according to Human Resources Manager Lisa Jundt. The city will rely on its recruitment firm in determining a hiring timeframe.

The council on Monday approved a five-year employment contract extension, to begin Dec. 28, with City Manager Harold Stewart. Pay increases going forward would be consistent with increases provided to civil service employees of the city.

The commission also is advancing a proposed compensation plan for consideration by the council in the 2024 budgeting process. The plan includes about $2.3 million in employee raises and adjustments to stay competitive in the market.

The cost of market adjustments significantly increased this year because of adjustments needed for public safety positions. Nearly 62% of the overall increase is attributed to police, fire and emergency dispatch positions.

The Human Resource Department also reported the current staff turnover rate, based on budgeted full-time equivalents, is 2.9%, which excludes employees who left due to retirements. The rate was 3.76% at this time last year. The department’s report projected the annual turnover rate for 2023 at about 8.54% if the current trend continues, which would be down from 12.79% in 2022.

“Although current and projected turnover rates look low, it is important to note that several open positions in the police department and public works departments have remained unfilled for the past several months, as we struggle with low unemployment and a reduced available workforce,” the report stated.
