Industries groups air grievances to Chandigarh administrator

Highlighting the misuse of violation notices as one of the key issues, a joint delegation of Chandigarh Industrial Association and Laghu Udyog Bharti Chandigarh met Punjab Governor-cum-UT Administrator Banwarilal Purohit Tuesday regarding their grievances.

They handed over a memorandum to the administrator for long-pending issues of Chandigarh industries and also requested for a quarterly visit of Joint Secretary from Ministry of Home Affairs (MHA) for authorisation of the unresolved issues in Chandigarh.

“The administrator was very positive and assured the delegation that the pending issues are genuine and already under MHA’s consideration. He even said these issues will be be resolved in the next one or two months and that he is personally following it up with the home affairs ministry,” MPS Chawla, President of the Chandigarh Industrial association, who was part of the delegation said.

One of the major issues raised by the associations was the misuse of violation notices. Several industries in Chandigarh have received notices regarding alleged misuse and violation of regulations.

“These notices not only hamper the daily operations of these industries but also result in financial losses. It is essential to establish a fair and transparent system to address violations and ensure that genuine grievances are given due consideration. Internal need-based changes inside the building premises should be disregarded by the administration as every business has its own prerequisites for machinery/equipment,” the memorandum said.

It stated that one of the “major reason of violations is due to FAR being less in Chandigarh than other neighbouring states, which should be allowed in City Beautiful as well at affordable rates.”

Another key issue that formed part of discussion was the conversion of plots from leasehold to freehold. “Many industries in Chandigarh are currently operating on leasehold plots, which restrict their ability to obtain necessary funding and investment. This is also the main reason why most of the properties are under litigation. The Supreme Court has also directed adoption of the conversion of leasehold to freehold properties as is done in Delhi. All other states have already converted the industrial plots from leasehold to freehold,” the delegation added.

The associations also said that the suspension of the building conversion policy has had a significant impact on the commercial sector, hindering its potential for growth and limiting opportunities for businesses to thrive. “By reinstating this policy, we can create new opportunities for entrepreneurs, attract more investments, and stimulate economic activity in our city. Bringing back the building conversion policy will demonstrate that we are committed to fostering a favourable business environment and promoting industrial growth,” the delegation said.

Apart from this, the implementation of MSMED Act 2006 was also discussed. The MSMED Act 2006 plays a vital role in protecting and promoting the interests of small-scale industries. “However, its effective implementation in Chandigarh remains a challenge and its full implementation has been lacking,” the memorandum stated.
