Illegal Mining: Hp Plans Law Against Organised Crime By Seizing Properties |

Shimla: Given the scale of organised crime — crypto currency scam, illegal mining, chitta smuggling and paper leak — in the state and investment of the ill-gotten money in purchase of properties, the Himachal Pradesh government is going to bring a stringent law to seize and sell such assets.Deputy chief minister Mukesh Agnihotri said a suggestion in this regard has been received from the police department and government will most likely bring a bill in the coming winter session of the state legislative assembly to tackle organised crime. At present, if any property is seized in such cases, the Union government retains it. But once the new law is enacted, the state will have the power to keep the property and sell/auction the same to recover the money. Citing the latest instance of organised crime in the state, of Rs 2,500-crore crypto currency scam, he said the accused have invested money in properties within and outside the state, with the kingpin and his wife sitting in Dubai. He said the Rs 200 crore scam was committed by one of the main accused who was arrested by the Special Investigation Team on Sunday. One lakh people, including state government employees, have been duped of their hard-earned money, he said. The new law would also focus on chitta smuggling as illicit trade has penetrated deep into the hinterland, including the tribal areas of the state. Chitta from Pakistan and Afghanistan enters the state through Punjab, he said. The new law will not have the provision of bail in cases of seizure below 5g.This year, 11.4kg chitta has been seized, 1,574 cases registered and property worth Rs 20 crore has been seized, he said. At present, seized properties become the property of the Union government, but once the law is enacted, these would belong to the state government, he said.Illegal mining is another example of organised crime and sand from HP is supplied even in Delhi, Ludhiana and Jalandhar, the deputy CM added. During the previous regime in the state, people made huge money by selling papers before recruitment examinations. “Once the new law is enacted, the state government will get more powers to act against organised crime and will have the power to seize their properties and recover the money usurped by them,” he said.
